Glass fibre is also registered as "substance" for the purpose of REACH directive.
On October 25th, 2001 the Agency for Research on Cancer in Lione (IARC) - a body of the World Health Organization (WHO) — ruled that glass wool "is not to be classified as cancerous for humans".

The European Chemical Regulation (CE) No. 1907/2006 (REACH) in force since June 1, 2007 requires that Safety Data Sheets (MSDS) have to been prepared only for hazardous substances and mixtures/preparations.
Glass wool products are items according to REACH and do not contain hazardous substances. Therefore, the Safety Data Sheets (MSDS) are not legally required.
